Advocacy and campaigning by civil society organizations (CSOs) played a large role in shifting the discourse on development cooperation from mere aid effectiveness, which tended to focus on the technical aspects of aid delivery, to the more holistic development effectiveness wherein human rights-based frameworks have gained recognition and acceptance. From Accra, to Paris, to Busan, CSOs effectively supported their advocacy with results from their researches on the implications of then current aid practices and what should be done to better achieve development through human rights-based approaches. CSOs being recognized as development actors in their own right was another important achievement gained in Busan.
